WebRyzen Balanced power plan is not installed and not needed since Ryzen 5000 IIRC. Just use Balanced and set Minimum Processor State to a very low % like 5%, so the CPU will downclock as much as possible while idle. You don't need to set a low % Ryzens SMU will control the CPU state and turn cores off when needed.
